Updates to Harmonized Tariff Schedule of The United States
Last year the World Customs Organization (WCO) released 2022 Harmonized Systems Updates. The updates mark the most significant changes in the HTS in over five years. US Importers need to prepare for implementing the new schedule that will go into effect on January 27, 2022.
On December 23, the Presidential Proclamation modification of the Harmonized Tariff Schedule of the United States (HTSUS) was announced and the proclamation was published December 28, 2021. Changes to the HTSUS go into effect 30 days after the proclamation was published in the Federal Register. The effective date for the proclamation will be January 27, 2022.
ABOUT THE CHANGES
The proclamation makes changes to various trade agreements as well as in the tariff schedule provisions on Section 301 tariffs to conform to the changes within the HTS.
Chapters 44, 84, and 85 have a significant number of changes.
The complete list of changes is described in the December 5240 Report released by the U.S. International Trade Commission. The document is 209 pages.
USITC has posted a preliminary edition of the 2022 HTSUS, however, the changes mentioned above will are expected to be posted on January 27, 2022.
