Switzerland Intensifies Crackdown on Evasion of Russian Sanctions

Switzerland is stepping up its efforts to tackle the circumvention of sanctions targeting Russia, as the country aims to prevent companies and individuals from using its neutral territory to evade the imposed restrictions. The State Secretariat for Economic Affairs (SECO) has established a specialized team to enforce the sanctions imposed by Bern in response to Moscow’s invasion of Ukraine. This development comes after Switzerland faced criticism for inadequate measures to prevent Russians from hiding money in Swiss banks. This blog post provides a concise overview of Switzerland’s recent actions to combat the evasion of Russian sanctions.

Enhanced Measures and Reported Breaches

SECO has reported that it received 230 suspected cases of sanctions breaches, thanks to tips from financial institutions, customs officials, and other countries. As a result, 47 proceedings were initiated, with nine fines issued and 20 cases dropped. Currently, 18 cases remain active, with new instances being continually added. The majority of breaches are related to the illegal export of luxury goods and essential items that could support Russia’s war efforts.

Collaboration and Complexity

Switzerland shares information and collaborates with other countries to combat sanctions evasion, earning recognition for its commitment to enforcement. The Office of the Attorney General (OAG) handles more complex investigations when necessary, including cases involving commodities trading companies. Simon Pluess, head of export controls and sanctions at SECO, explains that the complexity of these cases often involves multiple layers of corporate structures, making it challenging to determine the beneficial owners.

Engagement and cooperation with international partners have led to increased recognition of Switzerland’s efforts in tackling sanctions evasion. Pluess states that Switzerland’s commitment to enforcing sanctions and sharing information with other nations has alleviated much of the previous criticism.
