First International Policy Agenda to Boost Cross-Border Growth

The City of El Paso has adopted its first-ever International Policy Agenda, marking a historic milestone in the region’s approach to global engagement and cross-border collaboration. Approved in April 2025, this strategic framework is designed to guide binational cooperation, attract foreign direct investment (FDI), and modernize critical city-owned infrastructure—including international bridges and trade corridors—at a time when El Paso’s role as a global gateway has never been more vital.

Why an International Policy Agenda Now?

With more than $145 billion in annual trade flowing through El Paso and over 1.4 million pedestrian and vehicle crossings each month, the city sits at the heart of U.S.-Mexico commerce. Mayor Renard Johnson emphasized, “El Paso is a global gateway, and this agenda formalizes our commitment to leading on issues that matter across borders—from economic growth and infrastructure to public health and climate resilience.” The new agenda positions El Paso to better manage rapid growth, enhance safety, and increase its competitiveness on the world stage.

Three Core Goals of the Agenda

The International Policy Agenda, developed by the Economic and International Development Department in coordination with Strategic and Legislative Affairs, is built around three main pillars:

  • Strengthening International Partnerships:
    El Paso will deepen its collaboration with Ciudad Juárez, the State of Chihuahua, and the Government of Mexico through joint trade missions, shared programming, and data-driven partnerships. This approach aims to foster economic opportunity and address shared challenges in the border region.
  • Modernizing Border Infrastructure:
    The agenda prioritizes feasibility studies and modernization projects for key ports of entry, including the Ysleta-Zaragoza, Paso del Norte, and Stanton bridges—all vital, city-owned assets. Upgrades are intended to improve trade efficiency, mobility, and safety for the millions who cross the border each year.
  • Facilitating Trade and Foreign Direct Investment:
    El Paso will launch incentive programs, site readiness efforts, and targeted outreach in partnership with regional business organizations to attract FDI and facilitate new business opportunities. These efforts are expected to drive economic growth and create jobs for generations to come.

A Vision for the Future

City Manager Dionne Mack highlighted the long-term impact of the agenda: “This agenda ensures we are not only maximizing the value of our City-owned infrastructure, but also taking concrete steps—like coordinating trade missions, developing shared FDI strategies, and advancing port modernization plans—that will drive economic opportunity for generations to come.”

By formalizing its international engagement, El Paso aims to cement its status as a leader in cross-border trade, economic development, and binational collaboration.
